It's a new set up so may take a couple of days to clear up. I wouldn't mess with it.

Have you tested your water ? It's probably from ammonia.

A surface film is due to lack of surface water movement. Depending on the filter you have you might have to install an air pump.

Is the surface of your water moving ?

Did you overfeed the fish ? When you first set up a tank it's important not to put a lot of food in the tank because uneaten food, or even fat fish (from eating too much) produce way more ammonia then normal and that will lead to problems you're seeing now.

You need to pick up a test kit and test the water to see what's really going on.

But it could still be dirty. It takes hours of rinsing. You probably have a bacterial bloom from the gravel so give it a few days patience is the name of the game. I have a 55 that I set up with sand that's been cloudy for 2 days now and just starting to clear on it's own.

accu clear will just mask it if it's an ammonia problem.
    Just sayin!

After setting your new aquarium tank if you see that your tank seems to be cloudy then it may happen due to bacterial bloom. As we know that the new aquarium goes through some initial break, thats why it seems some cloudy or hazy.
