    till i get an air curtain/stone put in i need the water low enough so that the filter outlet creates bubbles.

    Bubbles????There really is no need for the bubbles other than aesthetic purposes. Oxygenation of the water is through surface movement not through the bubbles in the tank. What type of filter are you running on the tank?

    With that filtration you should not have to worry about bubbles just make sure the output, are you using a spray-bar, is pointed upward to agitate the surface of the water and you will be set to go:)
