ok, i think if i get a plan of what kind of plants i want, and get there common name and specific name, that i'd be ok, but, would it just be cheaper to order bulk online? that way if the petstores have all but one thing that i want and i have to buy that one thing online the shipping will be more expensive than ordering in bulk

Compact fluorescent are like the ones that are "energy efficient" that everyone is switching to now to replace those incandescents. Yes you should find some to fit

You can order plants online (ebay, aquariumplants.com, aquabid) if you can't find any to your liking.
As for the light, You should be able to find a compact fl. at Wal-mart that would fit in there...I know I once carried my hood in when I was trying to fit it with one. Yea, they looked at me like I was nuts...but after explaining that I was tired of purchasing and returning they understood!
You're probably going to want something like this: http://www.drsfostersmith.com/product/prod_display.cfm?pcatid=9870

Shoot, imagine over 1500 watts worth of heaters, 4 filters that are over 300 GPH, a few air pumps, another 2 filters that are smaller, and almost 400 watts of lighting on all of my tanks together

I bet if the police monitored me they would think I was growing things I should not be growing! :)
